Press Release - Dublin, Ireland, 2nd October 2025

The Chartered Institute of Taxation (CIOT) and Association of Taxation Technicians (ATT) Partner with TestReach to Deliver Excellence in Digital Examinations

The Chartered Institute of Taxation (CIOT) and the Association of Taxation Technicians (ATT) have selected TestReach as their new partner for the delivery of secure, professional and high-quality online assessments. Both CIOT and ATT are charities dedicated to advancing education in taxation and ensuring the highest standards for the profession.

Following a rigorous tender process, TestReach was chosen to provide a flexible, future-proofed assessment and proctoring platform. The partnership will underpin the delivery of flagship qualifications including the Chartered Tax Adviser (CTA) and Advanced Diploma in International Taxation (ADIT), and the Association of Taxation Technician (ATT) qualifications.

A First Class Partnership

The initiative reflects CIOT and ATT’s strategic priority to enhance the integrity, security and accessibility of their exams and deliver a first-class assessment experience for their students. With thousands of candidates sitting high-stakes assessments across the UK and internationally each year, it is essential to adopt a system that can deliver a seamless and supportive candidate experience.

Future-Focused Innovation

TestReach’s platform offers native MS Office functionality, high standard accessibility features and live human proctoring with dual-camera monitoring for maximum security. The system also provides end-to-end exam delivery and a unified data source - from authoring through to marking and results - simplifying risk management and ensuring reliability. Importantly, the flexibility of the TestReach platform allows both organisations to respond quickly to changing assessment requirements and to innovate with new forms of assessment in the years ahead.

Leadership Comments

Vicky Purtill, Director of Education at CIOT and ATT, commented:“This partnership with TestReach is a vital step in future-proofing our qualifications. We needed a modern, secure and highly usable system that not only safeguards the integrity of our assessments today but also positions us for the future as we design and roll out new qualifications. Working with TestReach gives us the confidence that we can continue to provide excellence in taxation assessments.”

Alison Bell, Head of Growth at TestReach, added:“We are delighted to be partnering with CIOT and ATT to support their ambition and desire to deliver the best possible and most secure candidate experience. Our TestReach mission of fairness through excellence is completely aligned with CIOT and ATT’s future assessment plans and unsurpassed reputation in the field of taxation.”

About the Chartered Institute of Taxation (CIOT)

The CIOT is the leading professional body in the United Kingdom concerned solely with taxation. The CIOT is an educational charity, promoting education and study of the administration and practice of taxation. One of our key aims is to work for a better, more efficient, tax system for all affected by it – taxpayers, their advisers and the authorities. The CIOT’s work covers all aspects of taxation, including direct and indirect taxes and duties. Through our Low Incomes Tax Reform Group (LITRG), the CIOT has a particular focus on improving the tax system, including tax credits and benefits, for the unrepresented taxpayer.

The CIOT draws on our members’ experience in private practice, commerce and industry, government and academia to improve tax administration and propose and explain how tax policy objectives can most effectively be achieved. We also link to, and draw on, similar leading professional tax bodies in other countries. The CIOT’s comments and recommendations on tax issues are made in line with our charitable objectives: we are politically neutral in our work.

The CIOT’s 20,000 members have the practising title of ‘Chartered Tax Adviser’ and the designatory letters ‘CTA’, to represent the leading tax qualification.

About the Association of Taxation Technicians

The Association is a charity and the leading professional body for those providing UK tax compliance services. Our primary charitable objective is to promote education and the study of tax administration and practice. One of our key aims is to provide an appropriate qualification for individuals who undertake tax compliance work. Drawing on our members' practical experience and knowledge, we contribute to consultations on the development of the UK tax system and seek to ensure that, for the general public, it is workable and as fair as possible.

Our members are qualified by examination and practical experience. They commit to the highest standards of professional conduct and ensure that their tax knowledge is constantly kept up to date. Members may be found in private practice, commerce and industry, government and academia.

The Association has over 10,000 members and Fellows together with over 7,000 students. Members and Fellows use the practising title of 'Taxation Technician' or ‘Taxation Technician (Fellow)’ and the designatory letters 'ATT' and 'ATT (Fellow)' respectively.
